I ran into the same issue with my 2005 EC 200. Had to use the spacers in-between the bottom of the damper and the fender. My fender was still all low hanging in the front so I used my heat gun to warm up the fender and a piece of wood in between the fender and tire to keep the fender up...

This is true. I spoke to a local shop that goes through Millennium Tech. Looks like I'll be out some cash up front on this thing. Kinda bummed but I'll be happy when everything is solid.
