Did you wash the cylinder with hot soapy water after you got it back from the platers? Sometimes they are a bit lazy and don?t wash them properly. And brake cleaner on a rag is not good enough. The hone lines it the cylinder hold a lot of microscopic honing grit etc.

What does your piston look like? Do you warm it up properly before going hard on the throttle? 99% of two stroke rings barely need any clearance adjustments if at all.

I have heard of a few 18?s having CDI issues. Mine has a spark advance issue not long ago. Not a big fan of the hydria stuff. Test the pick up and source coils first before ordering one though. They aren?t cheap.
I use 3mm Id tubing for the breather hoses. The fitting on the carb for the fuel delivery is about 8mm and the fuel tap 6mm. A quality 6mm rubber hoses stretches enough to fit nicely.
Air in the cartridge can definitely do the above. I always overfill them as the excess is purged when you stroke the cartridge before reassembly. They are quite simple to inspect and assemble. (With the right tools)

Spot on! Some people forget about the throttle wide open. New top end is a great start. But also do a leak down test so you don?t lean out the new top end with an air leak.
