It might but you would have to rev the engine and open power valve at same time and not positive if you can time it all correct . But...

Unhook the linkage rod and see if the lever opens all way . Believe there is an Allen bolt in there that acts as a lever stop ?

Usually issues like this is caused by someone who did something wrong previously and your trying to hunt down what it is .

Another thought . Does power valve fully open ? Wonder if guy installed power valve upside down ? Not sure if you physically can but...
