2002 EC250 (X250S) spluttering

Hi, I'm a new member and have limited knowledge of the bike so please bare with me. I've recently bought an EC250 (2002) and the bike splutters really bad at low revs as if it's misfiring. Once the revs are increased say to 5000revs (I'm guessing since have no rev counter), the sputtering is eliminated.

Also, petrol leaks (pours) from the carb when the engine is switched off. I'm guessing the problem is petrol related as after reading a few posts, I understand this could be one of many things (carb mixture, needle set-up, jets, etc) but unsure where/how to start.

I've only changed the plug (which was sooty) as I've not yet had chance to work on it.

Can anyone advise what this could be.
 
Sounds like it's drowning in fuel, i.e. the float inside the carb is hung up, in some manner. Pull off the carb, give a thorough cleaning, and adjust the float.
 
Do a search on this site for how to set float on PWK carbs. It should be so that it doesn't leak when on sidestand, but does if slightly leaning downhill.

10+year old bike the float needle seal may be hammered, but try adjusting first.

Once that's sorted then you can go to the jetting thread section for jetting suggestions.

I removed the carb and reconnected the float. This appears to operate and sits fine. I have noticed that the rubber hose from the reeds to the carb is cracked, however the inner tube seems fine. I will replace it anyway.

The reed petals look in good condition although they could be a slight gap when closed. Would this cause misfiring?

I'm still unsure to why the petrol leaks out of the carb when stood still with the engine off. Does anyone know if there is a manual kicking about for this bike. I have one but its for the engine only and not the carb itself. The carb is a PWK (serial no.26SA1 OKT) if it helps.

Replace the float needle and seat. The rubber has gone hard and won't close properly. Check the float alignment, make sure they don't rub against anything. Make sure the float height is correct with the new float needle. Also verify that the floats have good buoyancy.
