Keihin 38 carb tuning help me. Bike running like a dog

With so many bikes having the keihin PKW 38 carbs I wuold expect a lot of info on how to adjust the idle and air screws, but yet I've found bugger all.

A while back I took off a perfectly running PKW and put on a Billetron. Bike running great. I've taken off the Billetron to sell the bike and put the old carb back on. Bike runs like an absolute dog. I've pulled the carb apart, cleaned every inch, cleaned out the jets. Put it back together and the bike smokes like there is no tomorrow and spews oil out the exhaust. Bogs like mad. I can make the bike idle but I cannot make it idle fast - whatever I do. I can make it just idle and thats it. No matter what I do with the idle screw and air screw it makes next to no difference. I'm out of ideas.

Idle will increase nicely if i pull the choke up which says to me that it's running lean? When idling it sounds like it's struggling for air

Can anyone help me as to how I should set the idle screw and air screws and/or what might be the issue. The carb is the only thing that has changed as it was running perfect with the billetron

I've noticed that oil is dripping out of the left handside breather pipe (by the power valve cover). This never used to happen either.
 
Thanks for the jet block video. Tested mine and it's blowing bubbles. Would never have found that. If it's not the problem it certainly isn't helping!
