Good find! I agree that it looks like a casting error. How thick are the cases at that point? I have no experience with such matters, but guess that a good welder should have no problem fixing that. As long as the cases don't twist during welding, that is. Or perhaps you cold drill a small hole...

Could it be a leak somewhere else? are the gasket faces all good? Could it leak between the case halves?
