Welcome to the forum. Broken reed is likely why it runs sloppy, but could also be a worn a carb nozzle considering the age of the bike. Jetting sounds in the ballpark, but what needle? Assuming the bike ran good at one point, replace the reeds for starters. Reeds for a CR250 RAD valve fit as its almost the same valve, or try Gofasters for the OEM reeds. Also would be a good idea to replace the rubber RAD valve boot as they tend to crack with age, and they are cheap.
