2009 ec300r sachs fork oil level/

So I've removed about 330-340ml from my 48mm Sachs cartridge forks when I replaced the seals. Now I didn't measure the oil height before I emptied them but was told by the previous owner that 120mm was the air gap.
The thing is I had to put 600ml in to achieve an air gap of 120mm! Is this normal? (measured air gap with spring removed and fork collapsed)
(The fork was blowing through the end of the stroke before)
 
Who knows how the previous owner did it? Usually 500-600ml of oil is right for 48mm OC legs depending on brand and oil height. For the Sachs I think spec is between 90 and 135mm (from memory only). Thats with springs out, fork collapsed. Maybe the previous owner didn't bleed them and just poured oil in to the right level and did them up?
 
Sounds close to me.
With 120mm air gap in my Sachs 48mm forks I use just over 1l of fork oil. Which is a pain because they sell it in 1l bottles...
