Checking for proper power valve operation 2003 EC250

My EC250 seems to be too snappy. Sluggish bottom, then ripping top end. I am thinking I may have a power valve issue as jetting hasn't made any real difference in how the power hits. My MC250 was much smoother from the bottom up (differences include the 5mm carb spacer and FMF versus the Messico on the EC)

In another post I saw someone suggest taking the right side power valve cover off then starting the bike and revving it to see if the power valve is actuating. This a good idea? Any other suggestions?

that's how i checked mine... remove pipe and right pv cover. reinstall pipe. start it up and watch it open/close. you can preload the pv rod to change how it opens a bit...

I have the same problem on my ec 125.
Low end is very poor and when the valve opens it opens to fast, and also it opens when its reving too high. I have to slip the cluch all the time. This was not happening before,

what could it be?

my powervalve was notchy feeling when i opened it by hand because the bearings had carbon build up on them , i replaced all the bearings with sealed ones and after a season of riding it still opens smooth as silk.
