Dunlop mx 51 bead problems

I have about 35 miles on a mx 51 and 3 inches to the left of rim lock ( this is looking from chain side if it makes a difference)it blew off the rim for about 1/4 of the tire while holding 13 psi. I took the tire off flipped it around and the same thing is happening again. The rim looks straight although I have not checked throughly. Has anyone else had this problem and know the cause.

I've only had this happen on a bicycle, so I'm going to assume the same principals apply. Thorough rim inspection, as well as inspecting the tire itself(looking for irregularities in the casing and/or bead). My instance...the tire was the problem.
 
That was my thought as well but I didn't want to blame the tire for something I did or didn't do
