Very good points.
#2 in particular. My bike is a one kick cold starter doing this, can be cranky if I don't.
I still suspect an electrical problem. Try removing the filter and spraying a small amount of starting fluid in the airboot. If it doesn't pop and run a few revolutions you now know its electrical.
2) Lean bike on side for a few moments until fuel flows out of over flow tubes and is replaced by fresh gas.
