Front sprocket problem after rebuild ....

Ok guys ive had the engine rebuilt due to the engine inhaling far to much mud and water :( while it was apart a Woosner piston has been put in along with mains and little end bearing ....

Right now the problem the engine is all in the bike water and oil in there and one of the last jobs was to put the front sprocket on .....

Well there is no way its going on with the "o" on the shaft behind the sleeve even with the "o" ring off i cant get the sprocket on enough to get the cur-clip
its almost like the shaft is not far enough out the casing ?????

Anybody had this problem or know what the fix is ?
 
So what can you see?

From the shaft back to the engine you should have circlip, sprocket, sleeve, 2 x o rings, and then a seal. If the sleeve won't slide down far enough, the only thing it could be is the seal not seated correctly, or the new seal is thicker than the previous.
