Getting 2011 EC125 Street Plated

Does anyone have a 2011 EC125 that is street plated?
I have a friend who purchased a used one that had been previously green (off-road) plated so he is having a hard time getting it plated for the street. If he could get a letter from the manufacturer (I do know about the current state of gas gas) stating that it was a legal for road use when it was new then they will allow it. We are in Canada, I have already sent an email to GasGasPacific to see if they can help but haven't heard back yet.

Has anyone been able to get such a letter from Gas Gas before?

The bike was NEVER street legal in North America. Why would an importer risk penalties from Canada Customs and Transport Canada giving a letter saying that the bike was indeed CMVSS compliant?

As far as I know there is 1 2011 EC125 Six Days in Canada. Its a rare bird for sure.
