How many clicks? 2004 EC300 Ohlins shock?

Hi all.

My 2004 EC300 has a Ohlins rear shock.

The manual states that I should have a full range of 60 clicks on both the compression and rebound damping.

I can get 60 clicks on the bottom adjuster (rebound) but I can only get 28 clicks on the top adjuster (compression).

Is that correct or I have I got a problem with my shock?
