Kick-starter won’t stay engaged

I bought a used 405 FSE and the kick-starter won’t stay engaged through out the stroke. With electric start I know I would rarely kick start it but the bike also has a rekluse clutch so if the battery dies I’m stuck.

Anybody else with the kick starter problem? Any easy fix?
