License plate mounting to Enduro rear license plate holder

I bought the factory part # rear license plate holder for my 2003 EC 300, but like any other I've seen, the actual mounting surface does not match the US-size motorcycle license plate. Sure, I can drill holes in my plate, but what do you dudes usually do? Here is a light/mount assembly from Amazon that I actually like better than the GG part, and I sketched in the problem as I see it:

What is the preferred method of mounting the plate?
 
I mount mine horizontally and bend the edges over so it doesn't become a slicing instrument.
So, I take it you drill new holes? Isn't there an issue with de-facing or altering an official license plate? I can easily come up with a way to mount it, I just hesitate because of the need to modify/bend it. Why in the heck don't they make the mounts with holes that fit.
 
Enduro Engineering and Sicass Racing both offer an "adapter" to mount the plate firmly onto your existing taillight extender. You can then use a rubber edge protector around the plate to prevent you or other riders from being sliced by the plate. If you search rubber motorcycle license plate mount on Amazon or eBay you can find this protector.
