No lights after engine assembling

Hi!

After I fixed the engine and put it on the bike the lights don't work. The bike (EC250 '98) starts first kick always. What could be the cause? I have connected all cables as they were before the stripdown. Can 1 month of no use cause this?

Just to add something. Without fidling with the carb the bike cannot idle now. It works fine but cannot idle. I haven't tried to adjust the screw yet. I don't think it relates to the lights but I wanted to add it here.
