Shouldnt have bothered

I don't get the "first time offender" policy.
They get recycled back into society to become second time offenders.
 
Imo its more of a parenting problem than a legal one. Adults should know right from wrong. Children will be children, which includes making some god aweful decisions along the way. I know I did some stupid things growing up (never stealing anything), but the thought of the old man finding out was much scarier than the police. Come to think of it, I'm pretty sure the local copper handed me back to the old man once..

If they parents don't care and can't instill right from wrong, common sense, and respect for others in their children what hope do they have?
 
police and the CPS ( crown prosecution service ) do not car is motorbikes are stolen and its even worse when its a off road bike, i know of a few people they had to get the own bike back only to be prosecuted by police for thing like smashing a window, break and entering etc etc anf te person who stole the bike got away with a telling off
