Why are my brakes doing this? Low hour bike

Got my 2010 Demo with 7 hours on it, appears to have been 7 hard hours.

The Front Brake:

When I ride it through water it does not work very well for a few seconds, as if it was a old drum brake full of water. It also squeals quite a bit.

Maybe the pads and/or rotors are toast?

All brakes do that.

I make a habit of hitting my brakes right after a water crossing, the water on the rotor pushes the pads apart.

For the squeeling, use the kevlar pads.

Really? Never have had brakes work poorly when they are wet.

I really notice it on my trials bike, not so much on my enduro bikes, but it does take a couple of moments to dry them back out to full braking power.

Depending where the bike was ridden it's quite possible the pads are worn or glazed. eg. ridding in finer sands and or silts. Put some good quality pads on there and keep twisting the trottle.

When I got the bike I tore it down.........it was very clear it had been in a silty/sandy type area.

Will replace the pads.............Rotor also?

The rotors should be able to out last many sets of pads. You can measrure how thick they are and compare if they are still within spec. Sometimes the spec for mininum thickness is stamped right on the side of them closer to the hub.

Those things are glazed

I bet, and the water makes them "chatter" on the disc.
Might be able to rough them up and see if that helps.
