1999 Ec200????????????

This is a followup to a previous post. I have more info now. I have been offered a '99EC200 for $800. Good deal? I'm told it has Ohlins and a counterbalanced motor. Correct? The owner does not care for it because it doesn't have a "hit" when he rides it on his track. It supposedly has a very smooth electric feel to the power. Does this sound accurate? I want a smooth powerband for technical riding. I have been spoiled by trials bikes.
I am hoping for some insightful replys.

Yes, thats an accurate assesment. For $800 you can afford do a lot to the bike if you want.
