Bike registration issues - paging the GG importer

That's funny....

I look at choppers- OCC and others- and wonder how they do it.
Well, OCC does it because they are popular and it's probably all about money and politics.
My understanding was that if you produce a certain number of vehicles, you can title, or become a MFG; That's key, I believe.
 
Not sure about all but choppers have several ways to do it that I know. One if you can start with a Harley motor it was EPA compliant and they use that VIN for bike. Also I found from people that work at Harley dealers that HD will send new VIN plates, they rivet on to frame, for such case where it maybe needed. Other cases I don't know how they do it except I know like was previously stated that small manufactures can apply for a manufacturing licence. I don't know how the licence gets around the EPA or other organizations but it seems to. Matter of fact a company in my home town in NJ is listed as a manufacturer that is tagable they make choppers...lol
 
A few years back there was a chopper shop on every corner! This has died off a lot now though. I think that they can build a limited # of bikes and get an EPA pass, but don't take my word on that. I pass a a custom shop every day with new bikes in the window for sale, straight pipes, velocity stacks, etc. No way that stuff has gone through EPA the standard way, so there must be a legit alternate path that works for them.
 
FYI they just passed a law here in CA that starting in 2012 aftermarket pipe on motorcyles are no longer allowed....that's right, you have to have an OEM pipe on it or one with a CARB (Ca. Air Review Board) tag on it, dirt and street. This is retalliation for all the straight cut pipes on Harleys and the almost zero packing mufflers on the sprotbiles (Z-x10 et all). A real boon to the OEM's, not so much for co's like FMF or Muzzy/Akra. No one really knows how it'll be enforced but if you get pulled it's one more thing the officer can put in the ticket.....

We have been plagued with liberals and their policies running this state for awhile. They have no use for us or our sport, it does not fit the agenda. Proposed off road parks shot down, ATV registration funds diverted. We have NO legal place to ride. Races are by special permit on state land, and over the years the over breeding of lawyers has scared a lot of private land away.

If the current administration had their way, you'd be lucky to ride your electric scooter to your job in an LED light bulb factory.

Eventually you will be outlaws like me, or just give it up, which is what they want.

who's on what team... proud American ! Those who STAND UP, won't be tread upon ! just sayin' :)
 
Bike registration issues

I had a problem registering my GasGas (4-stroke) in N.J. and after the sixth DMV turndown I was given a number to the Federal DMV and he told me it was totally doable but I had to have an importer OK it for me after I did whatever I had to do to comply with N.J. regulations.

I ended up registering out of state.

The only thing that wrecked it for me in N.J. was that funky VIN#. I went to a Newark DMV and they were bending over backwards to help me but they needed one more number for the VIN#.

My '03 was probably one of the last to go through the system as a "special" with the non-conforming VIN. I still get my wife's '02 250 Pampera renewed every year no problem though.

On the EPA Engine Declaration form, under the Permanent Exemptions for Nonconforming Engines section, provision #6 is an exemption for Hardship for small volume manufacturers. This is an import form for vehicles or engine made in other countries but I would think there is a similar exemption for small volume manufacturers of product produced here in the US.
We import under provision #18. Excluded from US EPA Emission Standards: Competition Engine. The engine must be used solely for competition.

Last year, the EPA confiscated 100,000 Chinese bikes that were imported here.
Apparently, the Chinese lied on the EPA declaration forms about the bikes being compliant.
 
Man, to think 100,000 of those things would have sold here. Some people will buy anything. :eek:
 
So I'm trying to figure out if I'll be able to title/plate one of these in Mass to run events and it sounds like it could be hit or miss. Does the MCO say "offroad only"?

FWIW, the EPA also turned away a container of GAS GAS motorcycles back in 08 as they were not labelled correctly. This forced Dixie Sales to get out of the Gas Gas business.
 
Mine was titled as an EL300. I have no idea what an EL300 is but I wasn't going to argue. I have plates.

I mentioned that to every one of the DMV's and they never heard of a special or off road plate. You must of got lucky.
 
Not a special plate. It was a way to deal with a non-conforming VIN in their system. If your VIN threw up a flag, they could override it with a "special" code if you could prove that it was a real VIN. A photo of the frame stamping was all that was needed and out the door I went with a real plate, reg, and title. No dirty tricks. In '07 the VINs became conforming but the list then appeared so it didn't matter anymore.
 
Well i for one could care less if i can get a plate for my gasgas, I really really like sharp knobbies and pavement wont let me have that (or atleast keep it)LOL.
 
My town gave me my plates but then the State said the VIN was not correct. I then had to have an officer review the VIN and sign off that the VIN was correct. I had my title in my hand a few weeks later. Then again...I was only transferring titles from Mass to NH. I'm not sure how the guy got it titled in the first place...sorry.
