Bike registration issues - paging the GG importer

AZ. Has a special RV plate and tag for off-road vehicles just to ride in the dirt. I have been trying for six weeks now and no further then when I first bought it. I have the MSO signed, notorized and stamped, but the the euro-vin keeps throwing the DMV for a loop and they dont know what to do except send me to someone else. I have had a level 1 and level 2 inspection and the last time I went in they told me I now need a level 3 inspection and that I may need to take the bike to a customs agent and have it inspected. Right about that time I pushed all the paperwork back to the DMV supervisor and told her I will be out riding my dirtbike and that i was finished trying to be legal and play by the rules.

What year of bike do you have? The bikes that GGOR have imported have North American standardized VINs.

I have a 97 that was imported by Gas Gas USA.
FYI, not blaming anyone for this except the DMV for not getting there act together. Oh and the EVIL BLM land Nazi's and thats it! Oh" and I need this, the paddle ball game and thats all I need........
