Can a 250f be made street legal?

That depends on your state law. In WA we can now license any bike for street as long as it meets the requirements (lighting, horn, mirrors, etc). You just have to pay a "approved" dealer to sign off that it meets requirements. Doubt you'll see that happen in CA
 
Good chance your own state DMV won't know jack either. My DMV lady insisted that you need turn signals, until I actually showed her the law as it's written. Not having an odometer showing the miles was my biggest challenge. I overcame that by lying. :D
 
why don't you take the title or registration to your local DMV and ask if you can get a plate? They will either tell you "yes", "no, it is marked as off-road only", or like in our state "only if you have passed an on-road inspection".

Look at it this way- in IL (where I am too) look at all the harley guys (no license plate lights, no turn signals, and not to be too racist, but most are drunk by 3pm on the weekends). The law says needed a light for the license plate. Screw turn signals. You need a horn, and "a" mirror, front and tail lights, brake light. I'm going to get my GG plated this year. I think the rest of the rules can be "talked about" with the officer if you ever get plated. Let me know how it goes, and I'll do the same.
 
The biggest issue in the states that don't allow the licensing of off-road bikes is that when they are initially titled the "Certificate of Origin" or whatever it's called says "off-road use only". In those states they won't hand you a street plate unless they allow the conversion. Many states don't. I'm surprised that nobody from your state has chimed in on this. You might want to post on Thumpertalk or one of the other more visited dirt bike forums and ask.
 
There may be a master list (database) of EPA homologated bikes that are able to be street registered and plated. It has been this way here since '07 and from what I heard the plan was to link it up nationally. Not on the list, no plate, doesn't matter what the MSO says. Hopefully for you guys budget problems killed this idea or your state just said no. Another example of the EPA run-a-muck.
 
I thought the off road only thing was for the 2 strokes and that way they could get them into the country...but I am probably wrong.
 
I think you guys are confusing a couple of issues....
The EPA lets us bring in 2Ts that do not meet emissions requirements under a competition off road exemption. They do not regulate the MSO's (Manufacturer's Statement of Origin). The DOT (federal and state) require an MSO and the federal people do not require (yet) a statement that says "Off Road Use Only". Some of the states, like NJ, do but they only did that to the orange company after they got so big that they quit flying under the radar. I have no personal knowledge of this but I have heard that some states will issue a tag on just about anything if the MSO does not have the off road use only statement. Our MSO's do not have that statement.
