Fork Oil Volume for 2013 Shiver 48mm Closed Cartridge

I am going to a softer fork spring on my 2013 GG 250xc racing. Can anyone give me the correct oil volume for the outer chamber. The manual seems to refer to the old single/open chamber design. It states 90mm from top with spring removed and fork compressed. I don't believe this can be accomplished on the dual chamber shiver. The inner cartridge would have to be removed in order to remove the spring and there is no way to re install the spring without again removing the inner cartridge. I'm a first time GG owner. Love the bike, but the manual sucks. Is this typical for GG?

The problem with the manual is that it assumes all bikes are the same, which clearly they are not.

The correct volume for the outer chamber is min 300cc, maximum 400cc.
