It can be adjusted out. Do a search on power valve adjustments.

Avoid moving the power valve lever like you're doing.

In the video, it does not reach the end, the valve is closed by about 2 mm in this position. But it should be noted, I think I did not reach the max rpm, because I could not warm up the bike well, and it was very rich.
 
Has a ride yesterday, it looks like it is necessary to change jets, I did not understand this because of this edjust of PV, but it seemed that there was not enough power at max revs. At the same time, it seems good pulls at low.

Mine has that mechanism, and i have some tension on my PV so it does not fully open, and as a result i have more low end power, losing some top end power wich i dont need any way.

I cant see how you could do that just by adjusting the freeplay... i'm no expert btw, maybe some one can point it out.
