Off idle BOG on '08 FSR450!?

Just got a non running FSR 450 up and running. it idles just fine, starts up easily but when I go to blip the throttle it has a big hesitation.

I am using two-stroke air filter cage and filter.there are no restrictions in that cage other than the air filter element. I can't figure out why it would have that bog. It's almost like it's getting too much air.

I noticed on the microfiche for my specific bike that there is some sort of restrictor plate that is shown in the air filter cage. Is that necessary on this bike to make it run? on every other dirt bike I've owned I'm not running to this issue and have not had to use a restrictor plate to get it to run.
 
Try replacing the bits downstream to match the air filter.

You will get perfect runing and much more power, plus it will be a bunch easier to pick up as the weight will be lower. And it will sound nice as a side benefit.

The restrictor plate was just a piece of plastic for emissions. Not required.
