Powervalve drums won't rotate 360 deg...

When I originally got the ec300, with the cylinder off, I noticed that I could spin the Powervalve assembly all the way around with no stopping points. I could grab either the left or right shaft and spin it 360 deg. From what I read, it's supposed to be able to do that. Now that I have the cylinder off again, it will only spin 180 deg! Feels like something is stoping it from going further. It will open and close completely, just can't keep spinning it like before. I took it all apart, cleaned off the carbon and checked that the bearings are fine. Put it all together just to see if it was just dirty. But it still won't spin 360 deg! What could be causing this? I've been looking around in the ports to see what could possibly be stopping it. All ports look good with nothing in the way. Getting really frustrated. Please help. Thanx.
 
Instead of trying to just rotate it through from the rhs of the engine gently turn at both ends. Sometimes from one side it will bind a bit. If this is the case cleaning them a bit more. Pay attention to the inside of the cylinder where it comes to a point (leading edge where the drum runs). Then lubricate with 2T oil.

Don't get too hung up over it all. The carbon build up occurs because when in use the drums only move 180 degrees. As long is it moves freely in the range that it operates then all will be a-ok.
 
the plate and the bolt on the right side is what stops the valve in "closed" position....semi-closed actually, if the stop bolt is not present you can turn the valve up to its physical limits down. That is an almost 45 degrees movement of the valve....

Relax, take em out and put em again by understanding the movement. Be careful not to clog the drums/movement with the bearings
