Cant quite figure out what good the guys on the rope are doing. In the U.S. they have hooks to help catch the bikes.

Poor bikes 
The guys with the ropes just seem to be there to make a sort of effort to catch the rider.
You'd be pretty stupid to try catching the bikes.
If you look up the rachau hill climb on you tube, they have a long steel line with a rolling hook that picks up the bikes and ferries them back down again (those that didn't get back to the bottom, rider free, under their own steam)
