Same clamp used for Zokes, so same torque. 22Nm is absurd. I do not loctite either, mine are anti-seized. This should give 20-30% error to the torque reading compared to a dry bolt, so while 7-9Nm sounds loose, its not.
Another thing I noticed. Since I had my forks re-anodized, the outer surface is a bit more rough. This gives a fair amount more friction in the clamps, you can feel it sliding the tubes in. I'm thinking if you media blasted the ID of your clamps to rough them up a little, you might get away with a lower torque as well and avoid slippage.
Go as low as you can on lower clamp torque, its what kills these forks.
